If you connect to your phone via USB/data cable, the software (Ringtone Maker, I assume) wouldn't play any part in the transfer of the rintgtone. Within Ringtone Maker, you just need to make sure to configure and export an audio file that is suitable to be used as ringtone on your cell phone (with regard to audio format/codec, max file size, max length, mix bitrate and so on). Then you would either copy the created ringtone over to the phone in Windows (i.e. directly to the drive letter) or via a software provided by your phone's manufacturer. You should check your phone's documentation on information how/where to copy the file and how to instate is as an actual ringtone once it is on the phone.
