How do I put a black bar frame along my entire video?

Im filming a video off of my xbox, and there are a few things on the top and bottom of the screen that I would like to block with black bars (basically like a widescreen effect, only the video size doesnt change, I just block out the top and bottom of the video.). And I know about the preset image thats available to do this with, but its too big. Can the size be changed?

Can someone please help! Thank you very much.

What version are you using? I have 12, but I would use the "picture size and position" right click the movie in timeline and there it is. Just uncheck "keep proportions" then use cropping.
