Do you really mean Website Maker or Web Designer. Different products... For Website Maker:

To activate the WSM 5 you have to open this page: http://www.magix-online.com/uk/website-maker.1515.html
Now click on the black button "Activate". Here you can enter your activation code. If you have purchased a download version, then you will have received your activation code via email. If the code is correct: next step is registration. If you are already registered with Magix you should choose this option. Enter you login detail and log in. Now you should see your existing user details. Last step is confimation. Thats all. You can log in to the Online World Control Center. Here you should see the "Website Maker easy Plus". This is the internal name for the Download version of Website Maker 5.
