Official support for the Web Designer products after version 6 is now with XARA Support, they can be contacted here :
However, it should be a simple case of creating your text or an object (like a graphics file). Selecting the object, then right click on it and go to Web Properties.
There will be a category Link here, you can then add in the details where the text or object should link to.
