How do I highlight a portion of the video?

I am using Movie Edit Pro 14. Is there a way to highlight a portion of a video with a lighter oval background, for example, highlighting a particular a person's face or even blurring the face? Thanks!

I don't think you can DougKelly.I have Movie Edit Pro as well and when I bought it there was also the option of premiere elements 4 and I know that you can do it on premiere Elements 4.premiere Elements 4 costs about AUS$220
