how do i access the online tutorials

i have photos on cd.dvd6 under the help menu there is a section online tutorials i dont seem to get anywhere with this am i doing something wrong

Are you connected to the internet while clicking it?
Or is your firewall maybe blocking Photos on CD & DVD?
