While there's no option in the MEP burning dialog to request several copies, there are different ways to get them. From Movie Edit Pro, you can trigger an additional burning application (Speed 2). This will enable you to duplicate existing DVDs. If you look under the "File" menu => "Burn CD/DVD" sub menu, there's actually an option to burn previously created DVDs again from the DVD images directory on your hard drive. You could also use the "Image Recorder" function (Plus version) to create a standard ISO disc image file in Movie Edit Pro (instead of burning a disc) and then create however many DVDs you need from it using your preferred burning suite.

That said, if you just reload the project and go through the disc authoring steps of Movie Edit Pro again, it really shouldn't re-encode the project. The program will usually find the already existing DVD image from the previous encoding process and offer you to use the VOB files again.
