Most webcams are fixed focus and cannot be adjusted - consult the manual for your particular model to see if it has a focus adjustment - if it has it will be on the camera not the computer.
To add to John's comments, photo manager is really just a picture file management application, and not a very good one at that, which is probably why it is free. Try something like Photo Designer (which is also free), use the "sharpen" control and see if you can improve the focus. Otherwise, expirement with how close you are to the screen when you use your web cam to make sure that you are in focus. Web cams are relatively low resolution devices that provide pretty crappy images (especially the ones built in to laptops). You can buy decent quality web cams, but you really get what you pay for.
