I'm afraid I can't really follow what you're asking. Are you asking about some template or sample file in the video editing software? What screen resolution you're running on your PC wouldn't actually have any bearing on whether you could use that template, as long as the screen resolution meets the requirements of Movie Edit Pro to run in the first place. If you use a bit of HD material and e.g. burn a standard definition DVD from it, it would just be scaled down to the right size. Your PC's screen resolution doesn't figure into the equation.
