extracting sound track

How does one go about extracting a part of an audio track and pasting it over a differant section without affecting the video?

The first thing you have to do is ungroup the audio track from the video track:

Bring your project up in Timeline Mode
Click to highlight the video and audio tracks
Select "Edit" "Ungroup"

Now your audio is separated from your video. You can split, copy, cut, move, adjust the audio track as an individual track now.
