Export Quality Choices for MPEG Strange

Normally, I create videos in a 16:9 format, but for a special project, I need to use 4:3.

Today when I wanted to export to MPEG-4 in HD, I encountered a single choice:

  • DVD quality (720 x 480)

Looking at MPEG-2, I found these choices:

  • DVD quality    (720 x 480)
  • DVD quality    (720 x 480)
  • HD 720p       (1280 x 720)
  • HD 720p       (1280 x 720)
  • Full HD         (1920 x 1080)
  • Full HD         (1920 x 1080)

Yes!  Two each of three choices.  Huh?

I would really like to use MPEG-4 to export to Full HD.  Is this not possible in 4:3, or is something as screwed up as it would appear?  Any help?
