What are you trying to do when the message appears? Uploading Movie Edit Pro Premium to Internet really tells us nothing, sorry.
The full spec of your compute hardware could also prove helpful! (See this post for the level of detail necessary.) You could include the information as part of your forum signature.
Depending upon which version of MEPP you have, it is possible that it may not run successfully under Win 8.1.

If the program is still Movie Edit Pro 2020 and are you trying to upload a video you created from within Movie Edit Pro to Youtube and you are getting the 'Forbidden access' message - then this is an issue with Youtube (Google) - you have, as the error message states, exceeded your quota, or the software based uploader is no longer trusted by them.
Try exporting the video to your hard drive and then use Youtubes online uploader.
