First, I hope you realise that the version of the program you have is now quite old? The latest is version 22.
Second, that error message suggest there is a problem with your Windows installation, I think. This internet page suggests various methods of correcting the error but do proceed with caution if you use any of the suggested methods!
Is your DVD burner visible to other disc-burning software on your computer?
I did notice you say you have deleted and reinstalled the program, but the word deleted rather worries me! I sincerely hope you mean you uninstalled it. "Deleting" a program, i.e., simply deleting all its program and associated files is most definitely NOT the correct way to remove a program, sorry. For one thing there are all sorts of other data, e.g. Registry Entries and possibly "hidden" files, which will not be deleted and it is quite possibly those which can continue to cause a problem after reinstallation because they are "still there".
As a general recommendation, based on personal experience, the most effective method of totally uninstalling any software is by using Revo Uninstaller Free, just make sure you very carefully follow its instructions and check the list of additional items it says it is going to uninstall, especially if you have any other Magix software on your computer.
Even if you have uninstalled, rather than deleted your previous installation, I would still recommend using Revo to completely uninstall your current version before trying the reinstall again.
One other thought: Magix programs which include the facility to burn to CD or DVD use "Magix Burn Routines" to control the actual burning process. If you have not updated these recently the versions in your software are certain to be very old! You can download the latest ones from this page. It might well be worth your while to install them as a first step in trying to resolving the problem, I think.
