We need some more details here. What kind of camera is that (miniDV or analog)? During the capture process, sync problems can be introduced into the material through e.g. data bottlenecks and resulting dropped frames. Make sure your system is performing properly and your hard drive is fast enough. Shut down other programs while working with the video software and try to eliminate performance killers in any way possible.

Importing a video file from the hard drive is a completely different story. This would definitely also require further details. I'm pretty sure not every video file is causing this. Probably a specific set of files, most likely a specific format/codec. If this is about MPEG-2 material, try right-clicking the video track (upper track of the video object in timeline mode) and use the option to create a new frame table right after importing the file(s) into the software.
