When using the Effect function and going to design and getting decoration  and choosing pointer , dragging arrow to the picture, the borders on the arrow allows me to set it small, large and move around the picture – facing to the right.  NOW HERE COMES MY PROBLEM, it will not let me rotate the arrow any way I want, in previous version, I used to get a second screen or a double arrow allowing me to rotate.
