Does web designer still have codes conflict

When placing Placeholder php codes for both main and Mobile variants, it causes codes conflicts. Does the lastest version of Web Designer still have this issue?

What is the function of the PHP scritping?

When is the conflict being created ie:

on exporting/publishing the page the PHP is embedded in?
on usage of the web page either locally or live?
