After Effects is a Windows and macOS application used to create visual effects and motion graphics for video, often Adobe Premiere Pro video projects (.PRPROJ files)...but also Video Pro X projects. Video Pro X, like Adobe Premiere Pro is a video editing program, not a special effects program like AE, although one can do many special effects in Video Pro X,
If you don't have After Effect, then I would assume that anything that you purchased for AE would be money wasted.
I should add that the graphics and fx done using AE have to be exported (rendered) to a file type, like MP4, that the video editor will accept.
Adobe Premiere Pro is able to read the AEP, as far as I am aware, but any modification would have to be done in AE which could be opened from Premiere Pro. I'm guessing here.
Edit: My error. In any event, can you get Video Pro X12 for 25$?
