Under the Effects tab, Design elements, Image objects there are several objects in the various sections which you can use to highlight / point to a person.

Without knowing your skill level with MEP the basic idea is you add one of the objects to the video/image object containing the person and use View/Animation, Size / position to resize and move the objects.

Note some of the  animated objects eg Flashlight are animated and will not do what to want - you cannot remove the animation.

A more advanced technique is to create a black and white image / mask in an image editing program and add this to the timeline below the video/image containing the person and use Chroma Key, Alpha and Size/Position effects to adjust the mask to highlight the person.

An example of using moving masks is here - this is for the opposite of doing what you want ie the tutorial is for blurring faces, however the principles are the same and you would not need to add the blurred video / image on track 1 as shown in the tutorial.
