Hi

Check your Antivirus/firewall is not being over aggressive and blocking the Download Manager from acccessing the Internet or the Ransomware/Folder Protection feature is blocking access to the folder where the downlaod will be placed - you may need to temporarily disable these to allow the download to continue and install.
