Cannot delete PC Tuning software

I am trying to delete PC Tuning and I get -- Runtime Error at 95:143

internal error cannot evaluate " grc.exe" constant during install.

PC Tuning 2021 on Dell Inspiron Desktop.

Did you try using the free Revo uninstaller to remove it and the registry entries?
