I have no idea why the MAGIX Network Sync should be preventing you from deleting this particular file, and I will show you below how you can temporarily close the app and then delete the file.

But are you sure you definitely want to delete that specific file? I'm not convinced that wintab32.dll is a Huion file. I also have a Huion Pen Tablet and I would be very reluctant to remove a file which I think is a part of Windows itself!

As a result I would not delete it but rather move it out of the folder it is currently in, so that, worst case scenario, if you discover that you really do need it you can then move it back to where it came from!

I would strongly recommend creating a System Restore Point before attempting any changes to this file.

To delete/move it you first need to open Task Manager. Depending on which version of Windows you are running you should be able to right-click on the Taskbar at the bottom of your screen, select Task Manager, go to its Processes tab and find "MAGIX Network Sync". On Win 10, which is what the screenshot is made in you can then select its entry and then the option to End Task.

Ultimately, you need to realise you are making changes to your computer which could, unless you are very careful, make your computer unusable.

OTOH, if you are wanting to uninstall your Huion Tablet, perhaps to update its drivers (and Huion do not have the best of reputations for the quality of their drivers) it is far better, IME, to use the "unins000.exe" uninstaller which you will find in the folder where the drivers are installed, normally "C:\Pen Tablet Driver" or similar. (It doesn't, by default, install in the more expected "C:\Program Files(x86)\..." folder.)
