Can I decrease the size (the amount of pixels) of a photo

I am not sure if this can be done. Are you able to decrease the number of pixels of a photo. I took a picture with my webcam and wanted to upload it to replace a picture on a blog site. The picture needs to be 227x227 pixels but my photo from my webcam is much larger. Is there anything I can do?
