Can I add a Photostory Mp4 to a website and have it play automatically

As above, I want to make a moving Banner for an online shopping page I use.

Can I create a project in Photostory 2021 and save it as a Mp4 and put it on the page so it plays automatically when the page opens?

You can create MP4 files using PhotoStory, in fact, that is what it's for.

As for automatically playing when a page opens, that is something that is done in the web site design program that you use, not the MP4 file.

If you don't have PhotoStory, I suggest that you try it or Movie Edit Pro Plus before purchasing.

That is the part you cannot control, modern web browsers have autoplay of video turned off by default and your web sites viewer would have to enable this.

There are exceptions where a browser can log a users actions, eg played videos before, and then allow autoplay once a threshold has been reached, other browsers will start the playback once the viewer interacts with the page eg clicks on it.
