Hi, to bypass the Plugin Scan of VSTs add -NOVSTGROVEL in the target field in the properties popup when right clicking .

1). right click on the Acid shortcut and click on Properties.

2). In the Target field add a space and -NOVSTGROVEL after the quotes. So the target filed should look something like "C:\Program Files\ACID\ACID Pro 10.0\acidpro.exe" -NOVSTGROVEL

3). It may tell you that you need administrator rights to do this and just say OK.

4). Then restart the program form that shortcut.

I had added a folder for the Plugin Manager to scan that was crashing the program on startup. And there is no way to start the program bypassing the plugin scan that I know of. It was driving me crazy. Hope it works for you.
