burning to DVD

Using MEP 15 Plus. Intel Core 2 Duo 2.8 GHz. HD 4350 ATI graphics
Movies imported via HD memory card camcorder at 1920*1080
When I burn my project to DVD some scenes are at the correct resolution yet other scenes seem to be at a lower resolution. The settings I use to burn the DVD are PAL 16:9 1920*1080 (25fps). Am I missing something or a setting somewhere, any help would be appreciated.

Are you making a standard definition DVD or a Blue Ray DVD?

What is the duration of your video?

When you say lower resolution do you mean it looks pixilated or blurry or something else?

I am making a standard definition DVD with a duration of about 20 minutes. Parts of it look to be at a resolution of a YouTube video and yet other parts are fine.
