Experimenting with the hdp and h0 files, shows that even if they are missing they will be recreated the next time you load the arrangement ie  a missing hdp file is not a problem.

The hdp file is a reference file to the original source file, however if the original audio source file has been moved, deleted or was from a CD that is no longer available then you will get an error message saying the source file is missing.
