Hello I have Web Designer Premium, and installed and activated my software on my desktop for starting and creating the website. The goal is to move the software on a server that does not have internet. How can I do this?
You need to install it on the server. The window that opens when you need to activate the software also has a button to perform an offline activation. Just follow the steps.
One thing to be aware of: if you want to use any of the various features that are downloaded to your computer "on demand", the installation to the server that does not have internet will prevent you doing this.

That may not be possible depending on the server OS and, in my experience, would not be a recommended solution, servers are not designed for running programs that normally run on a PC.
Is there a reason for wanting it on a server?
Additionally, with no Internet connection, as @emmrecs has commented, you would not have access to the online catalogue to add new features/widgets to the software/website.
If the intention is to use this in a multi computer network environment as a 'shared program' you will need to contact Xara support about this, the standard licencing allows for 2 active installations only, ie though the software can be installed on multiple computers, only 2 can be activated at any one time, and to use a third computer for example one of the currently active ones will have to be de-activated.
