Yes / No - both is right!

In general, it should be possible to open old projects from the 2013 version in ProX as well, as far as pure editing is concerned.
BUT since then the architecture of the programme has been changed from 32 bit to 64 bit, all effects now run in 32 bit, i.e. some of the old effects can no longer be used.
If you still have 2013 installed on your PC, you should make a copy of the project and open this copy in ProX on a trial basis. Then you can take your time and see what you need to improve.
