I've no problem here with mp4 waveforms trying various sequences of action including creating the waveform before ungrouping, after ungrouping etc.
The only thing I can think of that would look like your situation is crating a waveform for a virtually silent audio track. You won't see the waveform as it is all at zero and you wont have the option of doing it again.

The patch is not available to trial users which is a real shame because now I will never know if MEP 2013 is any better than what I already have.
