Here is an effect that can be used to create what is called a Lightfield Animation, something like paralax, from a photo. The result is a video that you can import into MEP/VPX. This gives a bit of movement to a photo like in the following video that was done using a photo:

Edit: The video is 30fps. Use the Stretch command in MEP/VPX to extend the duration. I slows down the effect, still giving a 3D-like or paralax effect.
