If I knew what you meant by "футажи" I might be able to let you know if you could use it as a alpha channel object. What exactly are you trying to do and what media do you want to do. Sorry but I do understand alpha channel but I don't understand what you are trying to use it for.
You can certainly import .png images with inbuilt alpha channels (transparency masks). They are regularly used for adding decorative borders. If your футажи (footage) is a video clip with the same type of tarnsparency mask I'd say all you have to do is bring it onto the timeline on a track lower (higher number) than what you want to see through to be the background.
To make an alpha channel I use 'Paint.NET' for still images but I have no experience with adding alpha to a video clip. If a clip's background is a uniform color you can use 'chroma key' rather than alpha effect. A handy trick is you name your file with the color key you are using and the effect will be apply automatically eg 'my-clip_green.mpg' for a green screen effect.

I'd assumed the question was asking about incorporating material that contain an alpha channel, but perhaps the question is rather whether there is a alpha effect that can be applied to any object. The answer to that is a definite yes -- select the object and apply the 'alpha' effect under chroma key from the video effects tab.
If ev1949 has not used this before, the relative light and dark of the alpha effect object determines whether one sees the object in the track above or the track below.

I've been trying to do this myself for a couple of days, but I regret the answer is No. I've just had a reply from Magix advising that unfortunately MEP does not support the encoding of material with a defined alpha channel.
